What about substance abuse programs beyond incarceration?

| Post incarceration programs seem to be catching on. I believe in rehabilitation, but these programs have some challenges and pit falls that the people who push them never seem to answer. Cost - Incarceration is already a very expensive business. In many states the number of residents have gone up. The cost to feed, clothe and house them have gone up. medical expenditures have gone up. In many cases budgets and personnel have been stagnate or declined in terms of real dollars. Where does new resources for training, implementing, paying and administering these programs come from. If facilities provide these services, then aren't they duplicating services that are supposed to be provided by other agencies. Authority - by what authority will the facility gain, enforce or maintain compliance with program requirements and post incarceration case plans. Oversight - what authority will oversee the integrity, guage the effectiveness and enforce accountability, set goals and standards and deal with liability issues that may come up concerning these programs. If these questions can be answered and it can be shown that facilities can deliver such services more efficiently, in a more cost effective manner and without further depleting already strained resources used to provide services and programs to those who are still incarcerated under the facility's jurisdiction then I would happily support them. |
